Famous Residents William D. Boyce, a Chicago publisher, moved his family to Ottawa in 1902. While traveling in England he was inspired by a young English scout to find out more about the scouts. He met with Sir Robert Baden-Powell, founder of the English Scouts, to collect information. On February 8, 1910, Boyce founded the Boy Scouts of America. Five years later, Boyce started the Lone Scouts of America for boys in rural areas. Boyce died in 1929. On June 21, 1941, thousands of scouts paid tribute to their founder by dedicating a memorial, The W.D. Boyce Memorial, in the Ottawa Cemetery.
