Construction began in 1957 and was completed in 1958. The dedication was held on October 13, 1958.

The opening of the dedication program contained the following: It is highly fitting that on the exact 100th anniversary of the historic debate between Abraham Lincoln and Stephen A. Douglas, that this building be commemorated as a memorial to these two great men of Illinois.

The unit at the time of dedication was the 2nd Battalion 405th Infantry Regiment. Several units have since occupied the center.
